2001 Toyota Tundra Horn Not Working

2001 toyota tundra horn not working. When the horn isnt working all I have to do is jumper a ground from the chassis to the steering shaft and the horn sounds everytime. Horn will not work with the steering wheel centered. Grease was broken down and bearings starting to rust.

I have a 2016 Toyota Tundra pickup. 2006 Toyota Tundra Crew Cab 2001. The stop lights do not work but the high mount stop lamp works.
