2000 Toyota Tundra Will Not Start

A friend removed the fuel pump relay and laid a wire across and we heard the fuel pump turn on tried to start it then but still no start.

2000 Tundra AC SR5 47 V8 4WD 32000ish miles. I already replace the starter it didnt work. The grille was updated in 2002 for the 2003 model year along with a new Stepside bed available on Access Cab models.

It cranks over fine makes no noises just wont fire up. Its getting good power we replaced the starter the battery connections are good and weve checked fuses. If you use the valet key it will eventually not even start the truck anymore.
